Article examines the collaborative zoning, economic development along West Florissant Avenue

St. Louis Economic Development Partnership (STL Partnership) Senior Project Managers Maude Bauschard Trost and Kellie Shelton co-wrote an article for the Journal of Urban Regeneration and Renewal that highlighted collaborative zoning, land use and economic development along West Florissant Avenue in St. Louis County.

The West Florissant Avenue Great Streets (WFGS) project represented a rare example of three cities—Dellwood, Ferguson and Jennings, Mo.—developing and adopting a unified zoning ordinance for a historically disinvested, socially significant commercial corridor. The article examined the governance structure, planning process and policy mechanisms that enabled the creation of the shared West Florissant Corridor District Zoning Ordinance, analyzed its outcomes to date and discussed how the approach can inform regeneration efforts in other multi-jurisdictional urban environments.
