The St. Louis Airport Authority of the City of St. Louis, Missouri (“City”) is issuing a public Request for Proposals (“RFP”) for the redevelopment of the West Carrollton Development Area
(the “Property”). This 315 acre (approx.) Property formerly was a residential neighborhood, originating back to late 1950’s Postwar America. In the 1990’s and early 2000’s, as part of St. Louis Lambert International Airport’s (the “Airport”) expansion, the neighborhood was purchased using local and federal funds as a part of a noise abatement program. After the acquisition by the Airport, the structures were razed, and the site has remained vacant since. The intention of this RFP is to solicit proposals (each a “Proposal” and collectively “Proposals”) from developers that will contract to lease and redevelop the Property as a non-aeronautical supported use. Other terms and conditions may be developed in response to specific Proposals and incorporated into agreements that may be necessary to implement incentives for the redevelopment. As this RFP seeks the redevelopment of a property this size, multiple Respondents may be considered as part of a collective strategy to be implemented by the Airport.
Redevelopment Goals
The Airport’s goal for this RFP is to determine the highest and best use for this Property and seeks Proposals from parties interested in entering into a long term land lease to develop the Property.
Given the Property’s size and access to the Airport, a multi-use development would be reasonable. Developments that require both proximity to aeronautical supported facilities and a large space to base landside operations would be the most suitable so that the redevelopment can take full advantage of the Property’s unique location in relation to an international airport. The site is currently zoned single family residential, which has not been changed since the demolition of the old subdivision. However, the City of Bridgton lists the Property as a commercial land use designation on their comprehensive land use plan. Over the years, the Airport has been in communication with the City of Bridgeton about possible future uses, and they appear to readily welcome redevelopment of the site for a new commercial use. Additional non aeronautical and noise compatible uses may be proposed as the market may dictate. Other additional, creative, and suitable non aeronautical uses for the site, which on a priority basis could include:
1. Office space
2. Warehousing
3. Cargo handling
4. Light manufacturing
5. Retail redevelopment

Mark the outside of the package with the title “West Carrollton Redevelopment Proposal.” All Proposals should be submitted by January 31, 2025. The Proposal may include any narrative, charts, tables, diagrams or other materials to the extent such additions are useful for clarity and completeness of the Proposal. By submitting a Proposal, the Respondent agrees that the Respondent does not obtain any right in or expectation to a contract with the City or a vested interest or property right in a contract with the City regardless of the amount of time, effort and expense expended by the Respondent in attempting to negotiate or obtain a written executed contract with the City.
