The Land Clearance for Redevelopment Authority for the County of St. Louis (the “LCRA”) will accept bids from qualified firms for a renovation project at the MET Center, located at 6347 Plymouth Avenue, Saint Louis, MO 63133 (the “Project”). The Project is funded in part by a federal grant from the American Rescue Plan Act (ARPA), a grant from the St. Louis County Port Authority and from the U.S. Department of Housing and Urban Development (HUD). Interested firms or joint ventures should submit one (1) original and two (2) copies of their fully completed and signed Bid Proposal, along with all required documentation, in a sealed envelope marked “CONFIDENTIAL: Proposal for MET Center Improvement Project” to the offices of the LCRA, 120 S. Central Ave., Suite 200, St. Louis, MO 63105, Attn: Josh Ayers, CFO, by MARCH 12, 2026 at 2:00pm (CST) at which time the bids will be opened and read aloud. There will be one (1) mandatory pre-bid meeting and site visit, scheduled for 10:00am (CST) on February 19, 2026 at the Project site. This Request for Proposals (“RFP”) is a solicitation from the Land Clearance for Redevelopment Authority for the County of St. Louis (the “LCRA” or “Owner”) for proposals from qualified firms
in connection with a renovation project at the MET Center (the “Project”), located at 6347 Plymouth Avenue, Saint Louis, MO 63133 (the “Project Site”). The LCRA is a political
subdivision of the State of Missouri, established for the purposes set forth in Chapter 99 of the Revised Statutes of Missouri.
The Project generally consists of:
1. Structural work at various locations of the building, including: the installation of new supplemental structural framing members, repair and anchoring of interior CMU closure walls, repair of precast concrete wall panels, repair of concrete columns and floor slab, and repair of clay brick masonry.
2. Architectural work at various locations of the building, including the overall cleaning of clay brick masonry, cast in place concrete, and limestone architectural components, repair of clay brick masonry, repair of reinforced concrete adjacent to window openings, replacement of clay brick masonry, panels, replacement of terracotta, removal and reinstallation of existing aluminum storefront window systems, repair of steel lintels at openings, and installation of clay brick masonry.
3. Replacement of the building’s HVAC units and associated upgrades as well as related electrical and plumbing improvements. Focusing primarily on replacement of HVAC equipment and associated infrastructure. The scope also includes elevator modernization and renovations to the third-floor roof, as well as select interior improvements to support functionality and overall building usability.
Some work may involve PCB containing materials or PCB impacted residues. The Contractor shall adhere to the EWI Protocol included as Exhibit B to the contract. The Protocol establishes a presumptive approach for identifying and managing building materials that may contain polychlorinated biphenyls (PCBs). Under this approach, certain materials are to be presumed PCB containing unless otherwise confirmed through testing or documentation.
The Project site will continue operations during the Project in “As-Is” condition, and all prospective bidders are required to visit the site. Please note, however, that site access will be restricted to the date and time provided herein. No additional opportunities to view the Project site will be provided except as set forth herein. The selected company shall be responsible for, and shall bear all risks associated with, any conditions which that are observed or are reasonably capable of observation pursuant to a thorough inspection of the Project site prior to the submission of their bid, and any conditions of which the prospective bidder is aware, or should be aware, based on its review of any and all materials made available by the Owner.
Submittal Deadline and Procedures:
Proposals are due no later than 2:00 PM (CST) on MARCH 12, 2026, at which time said bids will be publicly opened and read. Faxed and/or e-mailed bids will not be accepted. No award of contract will be made at the bid opening. The LCRA reserves the right to conduct the public bid opening by video conference and/or provide alternate opportunities and means for bidders to review the submitted bids consistent with applicable state law, which would be communicated to bidders as a written addendum to this RFP.
Submittal: The submittal must include three (3) hard copies (one original and two copies) in a sealed envelope clearly marked on the outside with “CONFIDENTIAL: Proposal for MET Center Renovation Project”.
