The St. Louis Economic Development Partnership (the “Partnership”) is a nonprofit corporation, established under Section 501(c)(4) of the Internal Revenue Code for the purpose of promoting and developing industry, commerce, and economic development in St. Louis County and the City of St. Louis, creating high-quality business and employment opportunities, and enhancing the quality of life by advancing long-term, diversified growth throughout the St. Louis region. The Partnership, in collaboration with the City of Kinloch, Missouri, seeks to demolish and rehabilitate certain derelict properties located in Kinloch, further identified below (the “Project”).
The Partnership issues this invitation for bids from qualified firms to remediate all asbestos-containing materials and other hazardous materials, demolish certain structures, and remove all debris for the Project. The buildings will need to be demolished under wet conditions, and ALL debris must be treated and disposed as asbestos-containing.
To be considered, bids must be received no later than Friday, February 13, 2026, at 10 AM CT, at which time all bids will be opened and read publicly via Microsoft Teams at the following link: Kinloch Demolition Bid Opening | Microsoft Teams. No award of a contract will be made at the bid opening.
Scope of Work
The “Work” or “Services” shall include all site clearing, abatement of any asbestos-containing materials (“ACM”) or other hazardous materials, removal and proper disposal of all other hazardous materials, demolition of structures, removal of demolition debris, site filling, and grading necessary for the successful completion of the Project. The buildings will need to be demolished under wet conditions, and ALL debris must be treated and disposed as asbestos-containing.
The Project shall include demolition services for all parcels listed in the attached Exhibit 1, and the bidder should examine and evaluate the existing conditions of the parcels listed in the attached Exhibit 1. Pricing should be provided on a parcel-by-parcel basis. The Partnership will consider proposals from firms able to provide some or all of the Services, and the Partnership reserves the right to select multiple firms on a parcel-by-parcel basis.
The bidder is responsible for providing all tools and equipment required for the performance of the Work at the bidder’s sole expense. All Work performed for this Project shall comply with the “Demolition Procedures and Specifications” provided below (Exhibit 2). Due to grant funding requirements, all demolition work must be substantially completed by April 30, 2026.
