The Land Clearance for Redevelopment Authority of the County of St. Louis (the “LCRA”) was established for the purposes set forth in Chapter 99 of the Missouri Revised Statutes, including the rehabilitation, redevelopment, and renewal of properties for residential, commercial, or mixed-use to benefit the economic and social welfare within its area of operation in St. Louis County. The St. Louis Economic Development Partnership provides staff for the LCRA.
Consistent with its organizational purposes, the LCRA is a recipient from the United States Environmental Protection Agency of a Brownfields Community-wide Assessment Cooperative Agreement (BF 97782301-4), a Brownfields Revolving Loan Fund Grant (4B97797601), and a post-closeout use of program income for the EPA Brownfields Revolving Loan Fund (RLF) (BF98746401) (the “EPA Brownfield Grants”). LCRA is authorized to make certain loans and subgrants from the EPA Brownfield Grants, for the purposes of funding qualified entities to undertake assessment and cleanup activities on Brownfields sites. The LCRA seeks to retain professional services, on an “as-needed” basis, related to its implementation of Brownfields Assessment, Cleanup, and Revolving Loan Fund grant projects and additional non-grant funded Brownfields environmental assessment activities, all located in St. Louis County, Missouri (the “Services”).
Procurement Overview
The LCRA issues this Request for Qualifications (“RFQ”) for a qualified environmental consulting firm or multiple firms to perform the Services, for the EPA Brownfield Grants as well as any other grants that LCRA may be awarded. It is anticipated that LCRA will identify a short list of qualified firms to provide the Services on an “as-needed” basis. LCRA shall contract with the selected firm(s) to provide the Services pursuant to agreed-upon fixed rates and itemized cost schedules.
Firms with experience in managing Brownfields projects, investigating environmental contamination associated with former petroleum and hazardous substance sites, and conducting cleanup and cleanup-planning activities to facilitate Brownfields redevelopments are encouraged to submit a proposal. Please note that any contract resulting from this RFQ shall include all federally required contract provisions, specifically including those attached hereto as Exhibit A.
Qualifications will be accepted on a rolling basis. To be considered, respondents are encouraged to submit their qualifications as soon as possible.
The initial review of qualifications will begin on December 29, 2025.
