RFP – PURCHASE AND REDEVELOP 6900, 7100, & 7120 NORTH MARKET STREET & 6823 & 6825 ST. CHARLES ROCK ROAD ST. LOUIS, MISSOURI 63133

Issued by the St. Louis County Port Authority

The St. Louis County Port Authority (the “Port”) was established pursuant to Chapter 68 of the Missouri Revised Statutes for the purpose of encouraging private capital investment, increasing the volume of commerce, and promoting the general welfare of and within the Port District, which includes all of St. Louis County. In furthering these purposes, the Port facilitates redevelopment projects involving commercial, industrial, residential, and mixed-use property. The St. Louis Economic Development Partnership provides staff for the Port.

The Port issues this Request for Proposals (“RFP”) to purchase and redevelop real property located at 6900, 7100, and 7120 North Market Street & 6823 and 6825 St. Charles Rock Road in the cities of Pagedale and Wellston, St. Louis County, Missouri 63133 (the “Properties,” further identified and depicted in Exhibit A, attached hereto and incorporated herein by reference). Combined, the Properties contain approximately 20 acres. The Properties are easily accessible by public transportation via the Rock Road MetroLink Station and are near St. Charles Rock Road, about 3 miles from Interstate 170 and less than 4 miles from Interstate 70.

NOTE: The Port is working collaboratively with other partners, including the City of Wellston and the Land Clearance for Redevelopment Authority of the County of St. Louis (“LCRA”), to advance redevelopment in Wellston. Both the City of Wellston and the LCRA are in the process of issuing RFPs for similar development adjacent to the Properties. Respondents are encouraged to consider a combined redevelopment proposal that may be expanded to include those areas owned by the City of Wellston and the LCRA, as detailed in Exhibit A. For such a combined proposal to be considered, Respondents should search out and respond to the RFPs issued by the City of Wellston and the LCRA, which will be available at https://stlpartnership.com/rfp-rfqs/.

The Port makes no representations or warranties concerning the accuracy or completeness of the documents in the Informational Package, and the Port and the Port Affiliates (defined below) shall have no liability to the responding developer for any expense or loss suffered by the responding developer as a result of any errors or omissions in the matters disclosed or not disclosed in the Informational Package. The term “Port Affiliates” shall include St. Louis County, all agencies and departments of St. Louis County, the St. Louis Economic Development Partnership, and all officials, agents, and employees of the foregoing.
