RFP – HVAC SYSTEM PREVENTATIVE MAINTENANCE AND REPAIR SERVICES

The Land Clearance for Redevelopment Authority of the County of St. Louis (the “LCRA”) is organized pursuant to Chapter 99 of the Missouri Revised Statutes for the purposes, among others, of rehabilitating, redeveloping, and renewing real property for residential, commercial, or mixed use for the economic benefit and social welfare of St. Louis County. The St. Louis Economic Development Partnership provides staff for the LCRA.

The LCRA is in need of HVAC system preventative maintenance and repair services, as needed (the “Services”) for that certain property located at 6347 Plymouth Avenue, St. Louis, Missouri 63133 and commonly known as the MET Center (the “MET Center”). Information regarding the HVAC systems at the MET Center is provided in the attached Appendix A.
The LCRA issues this Request for Proposals (the “RFP”) from qualified contractors to provide the Services for a one-year period with two successive options for the LCRA, at its sole discretion, to renew for terms of one year each. The contract issued pursuant to this RFP may include a period of up to three (3) years.

Scope of Services

Pursuant to this RFP, the Services shall include, and the successful consultant shall provide, all labor, personnel, material, replacement parts and components, tools, equipment, lubricants, coolants, filters, and other supplies to provide and perform full and complete preventative maintenance, service adjustment, replacement, upgrades, repair, inspection, and testing of the HVAC system installed at the MET Center, so that it operates in a safe and reliable condition. This includes, but is not limited to: (1) performance of regular preventative maintenance and repair work for the HVAC system at the MET Center, which should be based on the requirements of the original equipment manufacturer; (2) providing and installing new air filters, as needed; (3) providing technicians trained in repair and maintenance of relevant equipment; (4) advising when a replacement should be considered because a repair may not be cost effective; (5) providing direct response to any and all requests for repair service throughout the duration of the contracted period, as needed.

PLEASE NOTE: The successful consultant must have the capability to maintain the type of equipment installed in the MET Center, as identified herein. This shall include licensed, trained maintenance technicians and on-call technicians (for emergency service).
