The St. Louis Economic Development Partnership (the “Partnership”) is a nonprofit corporation, established under Section 501(c)(4) of the Internal Revenue Code for the purpose of promoting and developing industry, commerce, and economic development in St. Louis County and the City of St. Louis, creating high-quality business and employment opportunities, and enhancing the quality of life by advancing long-term, diversified growth throughout the St. Louis region.
In furtherance of its organizational purposes, the Partnership works with STLVentureWorks to operate the STL Partnership Business Center Program (the “Program”), which manages several business incubators in St. Louis County and includes general business facilities. As part of the Program, the Partnership owns the West County Business Incubator (the “Facility”), a commercial office building that offers office and warehouse space to emerging businesses in St. Louis County and the region. The Facility is located at 743 Spirit 40 Park Drive, Chesterfield, Missouri 63005, and includes approximately 36,998 square feet of office and warehouse space under roof.
Scope of Services
The Partnership seeks high-quality exterior painting services at the Facility (the “Services”). The Services shall include the following.
• General prep work, to include:
o Power-wash exterior prior to painting
o Prep, scrape, and spot prime loose paint around exterior and all areas to be painted
o Cover windows, sprinkler heads, and other items as needed around the Facility
• Facility painting, to include:
o Five bollards in the loading dock area
o Two bollards, connected at the top (i.e., upside down U), on the west side of the Facility
o The emergency exit landing and steps on the west side of the Facility with a more durable paint
o Handrails and awning to match the existing handrails

o Three exterior doors to match stripes (i.e., dock area, two in garage area)
o Three hollow metal door frames
o Four emergency exit-only doors (South, West, North & East), which are painted as part of the building exterior
o The “STL Partnership” sign frame black on the north side of building
o Nine garage perimeter columns in the garage area
o All four sides of the two emergency exterior stairwells on the edges of the Westside and Northside of the garage
o All guardrail and handrails around the building, to match blue stripes
o Existing exterior and horizontal accent stripes to match existing color of the roof
• Desired materials, to include:
o High-quality exterior paints, such as Sherwin Williams or equivalent alternative as recommended by the vendor
o Exterior flat finish paint
o Match colors to existing exterior colors, unless otherwise outlined in the scope above
The office building and warehouse currently have blue horizontal stripes that need to be repainted to match the roof color
The color used on doors, awnings, and handrails, as specified above, should match using blue or an approved complementary color
