NOTICE OF AWARD – July 21, 2023
PROJECT: Demolition and Site Restoration Services for the former Jamestown Mall (the “Project”)

The St. Louis County Port (“Port”) has considered the sealed bid submitted by Target Contractors, LLC (“Target”) on June 29, 2023, for the above-described Project in response to the Port’s request for bids.

Please take notice that the Port selected Target’s bid to perform the Project in an amount not to exceed Seven Million, Three Hundred Eighty-Three Thousand, Five Hundred Nineteen and 00/100 Dollars ($7,383,519.00).

This Request for Proposals (“RFP”) is a solicitation from the St. Louis County Port Authority (the “Port Authority” or “Owner”) for proposals from qualified firms in connection with the demolition and site restoration of the Former Jamestown Mall (the “Project”), located at 175 Jamestown Mall, Florissant, MO (the “Project Site”). A complete set of this Request for Proposals and Instructions to Bidders, and all related Contract Documents, may be viewed at Port Authority’s web site at www.stlpartnership.com/rfp-rfq/, or viewed or purchased from County Blue Reprographics (http://www.countyblue.com), 811 Hanley Industrial Ct., St. Louis, MO 63144 or at Cross Rhodes Print & Technologies, 2731 S. There will be two (2) pre-bid meetings and site visits, and attendance at least one pre-bid meeting is mandatory. The first pre-bid meeting and site visit shall be on May 23, 2023 at 9:00 a.m., and the second pre-bid meeting and site visit shall be on May 30, 2023 at 9:00 a.m., both at the Project site. Any bidder who has special needs addressed by the Americans with Disabilities Act should notify the Port Authority or Engineer at the address and numbers listed above or on the Project Information sheet. Owner hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this RFP, disadvantaged, minority and women-owned enterprises will be afforded full opportunity to submit bids in response to this RFP, and will not be discriminated against on the grounds of race, color, national origin, or any other protected basis, in consideration for an award.

SUBMITTAL REQUIREMENTS AND FORMAT
1. Submittal Deadline and Procedures: Proposals are due no later than 3:00 p.m. on June 30, 2023, at which time said bids will be publicly opened and read. Faxed and/or e-mailed bids will not be accepted. No award of contract will be made at the bid opening. Depending upon the status of any local, state or federal rules and regulations then in place regarding public gatherings as a result of the Covid-19 pandemic, or in the Port Authority’s own judgment, the Port Authority reserves the right to conduct the public bid opening by video conference and/or provide alternate
opportunities and means for bidders to review the submitted bids consistent with applicable state law.

2. Submittal: The submittal must include three (3) hard copies (one original and two copies) in a sealed envelope clearly marked on the outside with “CONFIDENTIAL: Proposal for Former Jamestown Mall Demolition Project”.
